Water supply, sewage, and refuse removal were all the responsibility of the local authority. Sewage treatment plants date from the middle of the 19th century, though Glasgow did not build one until 1894. The continuing increase in the population has meant the need for larger and larger facilities. Often they are discretely placed, away from the human eye, but sometimes they are highly visible.
