On 13 September 1901, at the annual meeting of the British Association held in Glasgow, William S Bruce was given the opportunity of presenting the revised plans for his Scottish National Antarctic Expedition.

The plans had originally been published in the Scottish Geographical Magazine of June 1900, but had had to be modified for many reasons, particularly lack of finance.

The original proposal had been for an expedition lasting three years, including the establishment of a wintering station in a high southern latitude, but this had to be curtailed to only one year's work, with no winter station in the far south. This printed version of the paper includes supportive testimonials from eight eminent scientists.
